Overview:
How to add co-hosts and grant them the ability to start the Meet without the host.
For Google Calendar Booking Users Only
If you use Google Calendar Booking to create your meetings, you will need to contact the help desk and request to be placed in the Google Calendar Booking Users group. This will apply additional settings required to make your booked meetings work for co-hosts.
Creating the Meet Manually (not booking)
1. Open Google Calendar and create a new event.

2. Edit the event and add the person who will be the co-host as a guest on the calendar event.

3. Add the Meet, and click the gear icon to show the video call options.

4. Enable "Host must join before anyone else."

NOTE: You can change the Meeting Access Type here to Restricted if you only want invited guests. This prevents students from trying to invite other students to the Meet, but it will also prevent you from inviting parents or external users, so this is a case-by-case setting. Avoid using Open as the Meeting Access Type as this is not a safe setting.
5. Click "Guests" on the left, then enable "Call artifacts are shared with the host and co-hosts."

6. Also on the guests window, add anyone who will be managing the meeting as a co-host.

7. Click save.
8. Instruct the meeting hosts to make sure they click the hang-up icon, then select, "End the call for everyone."

This will prevent students from coming back and joining the meeting later when the teacher is no longer there to supervise.
